If you have Pidgeotto active and it gets damaged, and if you evolve it to Pidgeot next turn, will you be able to use Mirror Move?

No, you will not be able to use Mirror Move. It state if damage was dealt to Pidgeot, since the damage was not dealt to Pidgeot, the attack would have no effect. Evolving makes it a new Pokemon, with a new name, the Damage was dealt to Pidgeotto and NOT Pidgeot.

Whether or not the answer is wrong is irrelevant, currently, but the "this Pokemon" rule applies here. If a card refers to itself in the third person, with it's own name, then it can be substituted by "this Pokemon". Technically, "this Pokemon" was damaged during the last turn, so "this Pokemon" deals that much damage in return. Pidgeot would deal damage because it was damaged last turn regardless of what it looked like, or what it's name was.

Names really don't mean anything, they just make it more "realistic" by giving them names.

Pidgeot wasnt damaged last turn. It was pidgeotto, wich is no longer in play.
Sorry, but it would deal 0 damage. you can use the attack though....
For it to work, it must have said: "Deal damage equal to the damage done to your pokemon, in your opponents last turn, by your opponents attacks."
Pidgeot is Pidgeot, and its not the same as Pidgeotto, agree with the "this pokemon" rule, but it refers to Pidgeot and only Pidgeot.

Well, I went looking back and I guess if PMJ agrees with that then yeah. I'm assuming that comes under the evolution package of "removing all effects but damage counters".

The second thing I don't know how towrite what I meant by it so you can probably ignore that.

Mirror Move does nothing in this case. This is the same situation as Bastiodon's Anger Revenge (see that ruling in the Compendium).

Ok, but what about Gyarados (MT) and Magikarp?

Technically, there's damage on Gyarados, it's no longer on Magikarp since it evolved. So why wouldn't the same rule apply here?

No, because it's not referring to previous turns, where you could have had a different name. It's still on Gyarados who is using the attack, replacing his name with Magikarp's. See rulings for Mew Ex. Unless there are none as they think you wouldn't ask such dumb questions...
