Pikachu 115/114 non-holo

Quick question - my kids are getting into Pokemon cards - I picked up a pack of B&W and there is a Pikachu 115/114 that is non-holo (not shiny). I am trying to find out if this is a common/rare/ultra-rare.

I cant find any information on this card. I searched the internet and I only see references to holo versions.

Does anyone have information on this card? How rare is it and should it be a holo?

This can be discussed in the Errors and Misprints thread. My borhter has one where the Lighting bolt isn't holo, but still shiny, so I am guess there are multiple.
