Ruling Pinsir

Hello,

I am wondering if someone can give me a ruling on Pinsir (Sun & Moon, 6/149) and the attack Roof Fling.

If an opponent only has one Pokemon out (no Pokemon on the bench), and the attacker uses Roof Fling and flips heads, does the game end at that point and is the attacker victorious?

if you use roof fling to remove your opponents active and they have nothing on the bench to replace it, that would give you a win condition and end the game.

there have been a couple decks that use this method to try and win in the past the most recent was Shiftry NXD but it was banned preemptively as it was able to win before your opponent could even take a turn.

Doesn't Latios EX open the same possibility? I am wondering about Pinsir now myself.
 
Latios EX does if you only have a small basic to start with and they get an energy plus a way to boost the damage to 60, which is a common HP level for non EX/GX basics. It's not as easily abused as Shiftry would have been as many players in that era used bigger EX basics that couldn't be KOed with one hit. Yes, if a Night March player only put one guy down they could lose before they took a turn, but most other decks either put multiple guys down or had more than 40-60 HP on their starters.

I believe the issue with Shiftry was that it's prior forms were grass so it could be used T1 with Forest of Giant Plants to get set up relatively easily, plus it didn't need to be your active and didn't cost the attack for turn. There was also no counter whatsoever. At least with Latios there are counters, run larger Pokémon or bench more than one to start.

Pinsir can't win before your opponent takes a turn as you can't attack if you go first. If you brick your first turn they could win their first turn, but you at least got to take a turn.
