when does one compare plant wormadan's hp to the defending pokemon's remaining hp to see if the defender is Confused, before or after doing 60 damage part of the attack?

Carnivine works the exact same way. So before doing damage.

Don't see why that would matter, because you'll have to check sometime. I would assume before the damage.
