Strategy
There are two keys to the strategy of this deck.
1) The effects of multiple Power Connect on Espeon's Shadow Ball stack.
2) If it takes a lot of energy to attack, Deoxys will punish it for it.
Between the two, the idea is to take out opponents' key threats as quickly, and with as few energies as possible. Everything in the deck is geared towards making that happen quickly, with no chaff. Even Town Map is here for a reason (that reason is grabbing Prized Deoxys-EX).
Troubles
I could easily, easily see Mr. Mime causing this deck problems. Pokemon Catcher should be able to pull him out, though, and then even an unboosted Shadow Ball can KO him in one hit. Mewtwo-EX will either be stomped, or do a lot of stomping, depending on who makes the first move. In most situations, he and Deoxys will be able to KO each other, it's just a matter of who gets the attack off first.
