This is mostly intended for league, but I'd like some suggestions for this deck. Mostly in the trainer aspect not the Pokemon aspect. I just want a way for this to possibly work faster.

Strategy

The strategy is pretty straight-forward. Though if it helps things; Keldeo decks (and in the rare case Mewtwo EX) and Landorus decks can be fairly popular in my league, and I wanted to build a decent eevee deck that can at least fend them off a little bit. But also be good enough to just overall be a nice eevee deck to have. The strategy usually runs around Glaceon's Icy Wind, which is quite irritating to fight against, and having something to fight off threats (Leafeon). Metagross and Espeon are mostly there for their draw power and deck searching, but Espeon is also a pretty decent sniper. Glaceon is also very helpful in the sense that once it's out along with the rest of the main cards in the deck, they usually have a Free retreat cost. Mewtwo is there to well- be the staple card that fends off foes, aswell as other mewtwos. Except in this situation- I've given it Plasma Badges and the help of Plasma Frigate to let it survive a little easier.

tl;dr: It's a deck meant to be filled with a few cheap shots. However I can't for the life of me figure out a good trainer card balance for it.
 
It's because you have almost no real Supporters; you have five compared a minimum of twelve for a decent list. You could save room and make it more consistent by taking out the Metagross line. That would be eight slots for Supporters, and without having to set up a Stage 2, that should make the list a lot more consistent. Cilan definitely needs to go, and Shadow Triad should at least be bumped down to one. Energy Retrieval and Rescue Scarf are also not as important. I think it should look something like this. You can tailor this to something that suits you, but this would be a good place to start:

2 Frozen City; This would be fun to play around with. Even hitting for Weakness, most of your Pokemon fall a little short of OHKO's. This could help soften up KO's.

There are five open slots for you to mess around with. You might consider HTL, even without Virbank. I realize you're probably on a budget, and this is a league deck, but if you could use proxies, 3-4 Deoxys EX wouldn't be a bad idea.
 
Deoxys > Mewtwo here. Much more expensive which I'm having a problem with as well... What are the plasma energies for at all? Deoxys can at least use them. Metagross is probably unnecessary as well. Keep the plasma balls so metagross isn't needed. Either get another basic attacker or play more mewtwo because you don't want to have only Eevees in play or you can get knocked out quick even if evolved. Also, do you need 2 of each eeveelution? You really don't want to attack with any of the eeveelutions to be honest except maybe espeon. All great support pokemon or situational pokemon in the case of Leafeon but should get some type of consistent, cheap attacker. Kyurem from plasma freeze fits with your current card list. Maybe take out 1 of each Espeon and Leafeon (or just at least leafeon). Umbreon wouldn't be a terrible thing to add here. Stays with the theme and will help keep the other ones alive.
As for trainers, Cilan isn't terrible here but I think you are better off with supporters that just let you draw. Juniper, N, Cheren, and Colress will all probably help more. Ultra ball could also be great here if you have an eeveelution but no eevee. Discarding isn't the worst thing in the world with this deck so that won't hurt you. Why Colress Machine and shadow triad? You are relying on cheap attackers here so I don't see the point of these being here. This leaves a lot more room in the deck for proper energy balance and adding the supporters needed as well as the attackers/deoxys. The eeveelutions are still obviously the key of this deck but they really shouldn't rely on attacking much. Bouffalant with goldbreaker is a very cheap choice you could throw in here which is especially useful with free retreat on the board but not team plasma so I recommend Kyurem like I stated earlier. Helps you with those cheap bench kill victories
 
No offense, but I don't understand why you wouldn't play vaporeon (vaporeon has a 80 hit gold breaker, which is a turn 1 ohko with 1-2 deoxys on the bench to lando). 3 shadow triad, I've tested it with glaceon/absol/deoxys, its just so ridiculous, (I can setup turn 1 icy wind, 1 water, colress machine, shadow triad, colress machine, or lugia x2 colress machine with shadow triad plus a dce, you can also grab a colress back if you used it, its such a great card to use in this kind of deck).
