Strategy:
Evolve Eevee with it's ability to counter whatever it's up against for their weakness. Deoxys is there to add power for the Eevee evolutions and to be a big attacker if need be.

I want to help build this deck for my son for BCR-on. So any help or advice is much appreciated!

There is an Eevee that is from an older set but just recently got re-printed in Furious Fist whose ability works as follows, when you attach a basic energy card to it you may look for an evolution of Eevee of that same type and put it unto Eevee (This counts as evolving Eevee). Centering your deck around this ability would alter your energy line having to add more basic energy of the various or more important types, to make it effective, but it would make those evolutions much more easier to get out. Pair this Eevee with the Trainer Pokemon Fan Club, wich lets you search for two Basic Pokemon in your deck (you would be looking for Eevee), and the setup should go smoothly. Another advice would be getting at least 2 Proffessor's letter, I'd consider even 3 if possible, for when you want a specific type of Basic energy to evolve your Eevee as Rainbow won't work with the ability. Lysandre would be a valuable card in this deck as you could pull out your opponent's pokemon to the active spot while most Eevees setup in two turns giving you the type advantage you are looking for without having to wait for your opponent to make the mistake of attacking with a pokemon of a vulnerable type apart from making it impossible for your opponent to relly on hidding that vulnerable type pokemon in the bench, reasons why you should consider adding more Lysandre. Lastly another possible addition to this type of deck is Mr Mime with Bench Barrier to protect your Eevee while they sit in the bench waiting to evolve.

Hope this helps :) and below are some links to some of the cards I mentioned, Good Luck.

Thank you for all of the advice! That was the eevee I was referring to, but I don't think I got the set abbreviation right on it. However, I did not realize that the ability was only for a basic so thank you for pointing that out. You make very good points. I will definitely take everything into consideration for him. I play a completely different deck so it's been difficult for me to get off track to try to develop a new deck for him (he's in the junior division).

I was working on a list for this until I realized they changed the wording slightly to require basic Energy. Here's the link to my list. The biggest difference is that it had a Jolteon tech to deal with Yveltal and Lugia, but I guess we'll have to wait and see if those decks will still be as popular this format.

That's very true. I'm trying to prepare this deck to counter Plasma (TDK in particular), Virgen, Pyroar, and Landorus. It also seems that Seismitoad is also going to be a big player so I am taking that into consideration as well.

Also as a side note, I think Lugia will still be popular in this format and I can see Yveltal still being played.

I have edited the list now after reading the recommendations and through analyzing it myself. I feel more confident about the list, but am still open to suggestions. Please let me know if I should make any changes still! Any help is much appreciated =D

RE: Plasma Eevee Evolutions (Deoxys/Flareon/Leafeon/Vaporeon/Espeon)

Has anyone used a plasma eevee deck? Is it any good? I am still looking for a good budget beginner deck, and right now im really convinced by Greninja/Miltank.

RE: Plasma Eevee Evolutions (Deoxys/Flareon/Leafeon/Vaporeon/Espeon)

When I played around with it, it just always seemed to come up short. The numbers can be ridiculous when you consider you're attacking with a non EX for one Energy, but it's still not quite a OHKO on EX's, and if you can't OHKO, it often makes no difference whether you're attacking for 150 or 90.
