Ruling Plasma Espeon

Just a small rule check regarding Plasma Espeon (http://pkmncards.com/card/espeon-plasma-freeze-plf-48/)

[P] Shadow Ball: This attack does 40 damage to 1 of your opponent's Pokémon. Also apply Weakness and Resistance for Benched Pokémon.

2 question

a) Does Deoxys-EX work with Shadow Ball ?
b) Does Silver Bangle / Muscle Band work with Shadow Ball ?

Cause recently in my league we had an argument that Power Connect works for Shadow Ball, but Silver Bangle and Muscle Band doesn't. I would think both shouldn't work right? since it is not "active"

Ability: Power Connect
Your Team Plasma Pokémon's attacks (excluding Deoxys-EX) do 10 more damage to the Active Pokémon (before applying Weakness and Resistance).

Trainer -Silver Bangle
The attacks of the Pokémon this card is attached to (excluding Pokémon-EX) do 30 more damage to Active Pokémon-EX (before applying Weakness and Resistance).

Trainer - Muscle Band
The attacks of the Pokémon this card is attached to do 20 more damage to your opponent's Active Pokémon (before applying Weakness and Resistance).

For both A and B; Power Connect, Silver Bangle and Muscle Band WILL all work with Shadow Ball.

However, they will only add additional damage if you target your opponent's ACTIVE pokemon.

Each of those state they increase damage to the Active Pokemon. If you have those in play and use Shadow Ball and target a Benched Pokemon, you will only do 40 Damage (80 if they have a weakness and 20 if they have resistance). If you target the active Pokemon, you will get the damage bonuses.
