BW/BW2 Plasma Frigate not appearing: Glitch or not?

I'm posting this for a friend of mine. She just defeated the PWT in Black 2, and is now looking for Team Plasma's ship. I got her where the ship is supposed to be but it's not there. She has also visited Chargestone cave. She can not progress any further in either place. I played the game my self but my memory is terrible and can't remember if there is something we are missing, or if this is just some sort of glitch making the ship not appear. Any help would be greatly appreciated.

Isn't there an NPC you're supposed to talk to in order to make the Plasma Frigate appear? I think it might be Colress or Hugh...or something like that.
