Player Club Promos?

I was just wondering if anyone knew or had any realistic theories on why we never received English versions of the player club promos Mew Ex (the one with the mew looking at the the meteor), Ho-oh Ex and Lugia Ex (the psychic one)?

Also, anyone have any idea why we never got the alternate artwork cards for Palkia Lv. X, Garchomp Lv. X, and Porygon Z Lv. X?
