If you are going to focus on Bewear's mill attack, I think you should focus the majority of the other cards to that. These are the changes I would do:

-3 Reserved ticket. It's a 50% chance, I don't think it is reliable enough to take that deck space.
-3 Bodybuilding dumbells. If you discard opponent's energy hardly, this becomes very situational.
-2 Nest ball. 4 Ultra balls, Lele and Brigette should be enough to setup.
-2 Evosoda. The same as the Nest balls.
-1 Special charge. You have 4 Puzzles, should be enough.

+1 Victini. It's really important to get heads when attacking.
+1 Crushing hammer. You need to send cards to discard pile as much as possible.
+1 Enhanced hammer. Same as crushing hammer.
+2 Team Rocket's handiwork. It's a mill deck, focus on that.
+4 Team Flare grunt. Same as crushing hammer.
+2 Field blower. Garbodor would be a problem, you need Victini. Adds disruption.
