Ruling plus power buffer piece etc question

does plus power strenght charm defender buffer piece or anithing else like double raibow energy decreasing the damage done by 10 are applied to attack that doesnt do damage but on the text does

ex primplup brine empoleon ice blade

DRE affects damage.

Buffer Piece would be -30.
Strength Charm would be Damage -10 +10 (To break even) weakness etc.
Plus Power would would be Damage-10, Weakness Etc. +10
 
ok didn't get a thing it's more easy if it's just yes or no if that cards affect attack's like taht
 
If an attack says to put damage counters on the defending pokemon, things like Plus Power or Strength Charm won't add damage to it. And DRE won't lover the damage.
And the same thing for Buffer Piece. If an attack says to put damage counters on a pokemon with Buffer Piece, the damage counters are not effected by the tool or anything else on the defending pokemon, like Metal Energys.

Damage modifier tools, trainers and energy's, only apply when doing real damage (shown as numbers on the right side of the attack or in the attack text when it says "does damage"). They will never effect putting damage counter.

That should clear this up...
