Ruling Pokémon Com to Prevent Deck Out

So I was in a Cities Tournament earlier today, and I got a ruling that my friends and I thought was out of place, wanted to know what you guys here thought.

My opponent decked out after drawing a little too much. to prevent losing the game, he decided to use Pokemon communication, put a pokemon into his "deck", but didn't take anything back out leaving one card in his deck, the pokemon I saw him put in. The question comes, should he be able to do this? the way the card is worded, it really doesn't seem like that should be able to happen, but I want a couple more opinions on the matter.

AS stupid as this rule is, yes that is legal. The ruling is because your deck's contents is not public knowledge, so your opponent "doesn't know" that the only card in your deck is the pokemon you just put back.

As a side note, I hate this ruling. But thats the way it is.

I answered this in the FAQ (which is stickied). This whole failsearching for Pokemon thing started...like 3 years ago or so? It was ruled you can failsearch something that requires you to search from the deck, even if it is Pokemon Communication. Weird, I know, but legal.
