can pokebody n pokepower used by benched pokemon?

like typh in bench to use its pokepower-firestarter to attach 1 fire enrgy?

Poke-Bodies are always active as long as the conditions to use them are met (such as it being your Active Pokemon).

Poke-Powers can be used anywhere at any time unless the card specifically states otherwise, i.e. if Pokemon is on your Bench, when you play Pokemon from your hand to evolve 1 of your Pokemon/your Active Pokemon, etc.
