Ruling Pokemon Breeder

Pokemon Breeder is an old trainer from base set that I have, and it has the same effect as rare candy. I was wondering if, since it has the same effects, does it count as a rare candy in official games/ tournaments (like a reprint)?

No, it does not. Despite having nearly the same text, only cards that have been reprinted under the same name can be used. Pokemon Breeder cannot be legally used as a Rare Candy.

No because it goes under a different name, so it'd be illegal for modified play.

Also, the effect isn't entirely the same. Pokemon breeder only allows you to evolve a basic into a stage 2 on the turn you would regularly evolve. Rare is much looser in that it lets you evolve into a stage 1 or stage 2 on the turn you play the basic.
