Now this is a really old card from Aquapolis... but I recently saw it on sale somewhere on the web saying that its POP4... does that mean this card is legal???

If so, then it's pretty cool.... like Lanette's Net Search without the type restriction, and like Holon Mentor without having to discard... basically you can search for any basics, including EXs (though you must put them on the Bench )

yes, the pop4 packs contain a pokemon fan club card, the wording has slightly changed, but IIRC that doesn't really make a difference, since the older babies count as basics anyways

I don't blame your ignorance, WPM does not add pops, trainer kits and or promos to the modified card list, maybe he will one day, let's all hope he does (I think he promised that one day), but because of that a lot of still playable cards are not in that list, including some very important trainers (mr.briney's, some stadiums, ...)
