I have no idea if this was mentioned anywhere in the rulebook or not. I don't have a copy with me so I can't go look right now.

When you put a Pokemon LEGEND into play, you must put both cards turned 90 degrees to the right, enough so that the HP and attacks of the card are clearly visible.

So, if I have an active LEGEND (for example, KGL), and it becomes Asleep, Confused, or Paralyzed, how would I rotate the card in each case?

Also on a side note, is there any specific orientation on attaching a Tool card to a Pokemon, just so long as the tool card is visible? (I usually attach tools sticking out from under the Pokemon at a 45- or 90-degree angle, but that's just me.)

Both halves would be turned accordingly.

As long as your opponent can clearly see what is attached to whom, it does not matter what orientation you have your tools in.
