A. Pokémon Powers are the general term for Poké-Bodies & Poké-Powers. Older cards that reference Pokémon Powers include both 'Bodies and 'Powers. Newer cards that affect both 'Powers AND 'Bodies affect older "Pokémon Powers" (as if "Pokémon Powers" read "Poké-Powers & Poké-Bodies"). (Oct 16, 2003 PUI Rules Team)
This is what written in compendium. If a certain case that a card only lock all Poke-bodies, will it lock all Pokemon-Powers too?
 
No. Cursed Stone targets only powers, and Weezing targets only bodies. They are treated as individuals, even though they essentially nail everyone. You need a card to target both powers AND bodies to target Pokémon Powers.
 
I believe its ruled that weezing+cursed stone hits all pokes with pokemon powers. I asked a similar question about charizard from base being stopped from LM lunasole with solrock in play and latios d from HP with latias in play, and the responce was that it would be stopped. Similar to how censation crystal stops all pokepowers and bodies, so it stops all pokemon powers as well.
 
I could see how you could argue that; since powers as well as bodies are shut off, Pokémon Powers get shut off as well. But I still think they need to be shut off by the same card, like Cessation Crystal.

Is there any way you could get some confirmation on this?
