Ruling Pokemon ranger

someone asked me this at my lastest tournament

if i used Kyurem ex Hail Blizzard 120 This Pokémon can't use Hail Blizzard during your next turn. if they used pokemon ranger on their next turn they would be able to attack again but would the attack still have the can't use Hail Blizzard during your next turn effect or would that disappear as well or would he need to use pokemon ranger again next turn to use the attack again

You would need to use the Ranger again.

Ranger removes all effects currently in-play. So when played in your example, it removes the effect from last turn. But once he attacks again, the effect comes back into play - Ranger cannot affect anything that happens after it gets played. Just wipes the slate clean of the current board-state at the time of actually playing it.
