Ruling Pokemon Reversal pt. 2

I don't know why, but I can't reply to my last thread... :(

I asked if you can play Pokemon Reversal if your opponent has no benched Pokemon and if you can play a card if you have no target for the effect.
The answer I received was 'No.'

To follow that up, can you activate an effect, like a Poke Power, if there is no target for the effect?

At my last Battle Roads, the judge ruled that my opponent could activate Regice's Poke Power even though I had a Stage 2 active. His logic: the effect "starts with" discard two cards. Is this ruling correct? I think it's wrong because there is no target, plus, the card text says, Discard 2 cards from your hand "AND" choose 1 of your opponent's Active Pokemon that ISN'T an Evolved Pokemon. Because of the 'and,' discarding and choosing are both required to start the effect.
 
That logic is correct. The thing is that "Discard 2 cards" and "Move a basic Pokemon" are two different parts of the power here. The discarding is NOT the cost of the power, its merely the effect, and therefore its possible to use it.
