I have world rank 10 but for some reason all except legendaries r under 3000 and even then only like 3200 how do I get stronger ones

Not all legendaries have the same maximum for their power, nor do all nonlegendary Pokemon have the same power range. Deoxys typically is around 3000 power whenever I encounter it. These lists are just base off my personal results. For each Pokemon I will list the highest power I have attained, although some legendaries I only have 1 of.

There are a few other Pokemon that can naturally get over 3000 power.
It makes sense that Arceus and Mewtwo get the highest power since you have to beat Team Battle EX 6 to unlock Arceus and Battle Royale EX 6 to unlock Mewtwo. Pokemon that have influence over something tend to have higher power than those that don't. That is why you'll see Kyogre's power level higher than say Terrakion. Reshiram, Zekrom, Kyogre, and Groudon all got stronger than than really should be stat wise. Legendary Pokemon that appear in a level as a regular Pokemon and not as a special boss tend to have lower power than those that you do have to fight. Deoxys is an exception to this rule.
In general, the main Pokemon that are able to get over 3000 power are those that are a stage 2 evolution if you think of it like the TCG and legendary Pokemon. Other than that, there are two traits you should be aware of. Heroic is the first one. Pokemon with this Trait have a very high Power level. I have never seen this trait on a legendary Pokemon yet, but that doesn't mean its impossible. The other is Epic. Epic is an incredibly rare trait that combine 6 or more traits and it tends to have a very high power level. If you have an Epic Pokemon you will not be able to get another one until you release it. To date I have only ever found 1 Epic Pokemon and I have KO'd several thousand Pokemon clocking in more than 100 hours into the game.
