there are no more POP series packs that will be given out at league...you can actually find a news story on it here: http://pokebeach.com/

just scroll down the page a bit to go past the first report (which is a walkthrough for HGSS), and the following report talks about the changes for the upcoming league seasons

We do not know yet if the entire POP series has been retired altogether, may be restricted only to player rewards, or brought back for 2010-2011. All we know is it will not be available for the Trainer Challenge cycle.

We do know that the POP Series is retired. Mike and Dan confirmed on the Prof forums. No POP 10 for this year.
 
I think everything will change back when SS and HG come out. Maybe no packs but definally badges will be back. Also I'm glad that the dumb POP series were taken out. I was sick of POP9, POP8 was great but that's the end of that. I wish itd go back to the way Wizards ran it. Like with the challenges and doing certain requirements to get prizes and promo cards. How I miss those days.
