The strategy:

You have multiple choices with this deck. You can snipe things off the Bench with Hydro Shot and Ice Blade, or go full-on aggro with Blizzard Edge. The deck is designed to deal with and exploit any situation you're in. Looking for Prize Cards? Snipe with Fini. Does your opponent have something big up front giving you a hard time? Use Blizzard Edge. I think the deck has boatloads of potential, but you tell me. Let me know what you guys think :)

I wonder if Tapu Koko isn't a little superfluous? You might like Palkia EX in that spot. Rough Seas/ Booklet Hill split is also what I'd probably go for

True, I've been thinking about running Palkia and Energy Recycler as a backup to Aqua Patch. As to the Brooklet Hill/Rough Seas split, I'm down with that. Here are my edits:

-1 Tapu Koko
-1 Brigette
-1 Rough Seas
-1 Alolan Vulpix

+2 Palkia-EX
+1 Energy Recycler
+1 Brooklet Hill

With Palkia and Energy Recycler, should be a bit faster and more reliable. Not sure about the 2/1 split, but I just can't find space for a second Brooklet.

iv'e been an alolan ninetales player since guardians rising became legal so heres my thoughts.
The deck needs Brigette. many a game i have used ultra ball turn 1 for a tapu lele, brigette and 3 basic pokemon. usually 1 vulpix and 2 other pokemon like tapu koko promo 31 with free retreat and remoraid. if you have 2 brigette in your collection, go for it, but you won't need more than 2. and iv'e managed fine on just 1 so far.

speaking of which, i find the deck needs at least 1 of the promo tapu koko with free retreat. this card is even stronger with Guzma, as it forces your active to retreat into tapu koko allowing you to grab your opponents pokemon, as well as removing nasty effects like special conditions on your active and being allowed to use aqua patch for the turn. 3 Guzma will be replacing my 2 lysandre and the olympia in my deck currently when i get them.

Iv'e been testing lists with both manaphy and without manaphy and the deck seems the strongest with the manaphy, since you can free retreat. and if the opponent kos it, they aren't koing your main attacker.
i haven't tested palkia ex in the deck yet, but glaceon ex is a really good 1 of card, which has won me a couple of games against garbodor with trashalance. it can even hit metagross GX, which is the decks auto loss, due to weakness. however a metagross with choice band can still ohko a palkia so watch out for that.

while i like wishiwashi, and i have used him in the deck, i feel hes less needed now that we have tapu koko promo, but it can still have its uses as another means to get a free aqua patch down with manaphy in play, of course.

tapu fini sucks. don't use it. 3 energy (2 water and a colourless) to deal 120 and you must discard 2 water energy to use it. its the same attack as ninetales, but does less damage and ninetales can discard dce for it to attack. good luck using that over and over again.

apart from that the deck looks solid. if you want to go techy, you can play around with flare effect flareon from ancient origins. i'm using it right now, just for the metagross match up, and its been amazing!
