The List:

Pokémon: 11

3 Xerneas BREAK (Steam Seige)
2 Diancie (Burning Shadows)
1 Steelix-EX
1 Tapu Lele-GX
--------------------
Items: 17
4 Ultra Ball (Fates Collide)
4 Choice Band (Guardians Rising)
2 Field Blower (Guardians Rising)
4 Max Elixir (Breakpoint)
1 Rescue Stretcher (Guardians Rising)
1 Super Rod (Breakthrough)
1 Switch (Sun Moon Base Set)
--------------------
Supporters: 13
4 Shauna (Fates Collide)
4 Sycamore (Steam Seige)
1 Wicke (Burning Shadows)
1 Pokémon Fan Club (Generations)
1 Skyla (Breakthrough)
1 Brock's Grit(s) (Evolutions)
1 Guzma (Burning Shadows)
--------------------
Stadiums: 3
3 Fairy Garden (Fates Collide)
--------------------
Energy: 16
3 Rainbow Energy (Sun Moon Base Set)
13 Basic Fairy Energy (Does it matter?)
--------------------

The plan:
Power up with Xerneas' Geomancy attack, wreck face with Life Stream.
Steelix is Energy storage and Gardevoir/Alolan Ninetales Wrecker.
Diancie gets up Xerneas BREAK but might not be vital after play testing without.
Please don't suggest another Tapu Lele.

After testing at the League, I have noted that I can't get set up fast enough to survive.
My list now looks like:

Pokémon: 8
4 Xerneas (Steam Seige)
3 Xerneas BREAK (Steam Seige)
1 Diancie (Burning Shadows)
--------------------
Items: 21
4 Ultra Ball (Fates Collide)
4 Choice Band (Guardians Rising)
2 Field Blower (Guardians Rising)
4 Max Elixir (Breakpoint)
1 Rescue Stretcher (Guardians Rising)
1 Super Rod (Breakthrough)
1 Switch (Sun Moon Base Set)
4 Nest Ball (Sun Moon Base)
--------------------
Supporters: 14
4 Shauna (Fates Collide)
4 Sycamore (Steam Seige)
1 Pokémon Fan Club (Generations)
1 Skyla (Breakthrough)
1 Brock's Grit(s) (Evolutions)
1 Guzma (Burning Shadows)
1 Brigette (?)
1 Giovanni's Scheme (Breakthrough)
--------------------
Stadiums: 3
3 Fairy Garden (Fates Collide)
--------------------
Energy: 14
13Basic Fairy Energy (Does it matter?)
1 Double Chicken Nuggets (Sun Moon Base)
--------------------

Take out Lele (it gets more money than I do) and Steelix (not necessary).
May add Gardevoir for energy acceleration.
Nest Ball adds much needed speed, as does Brigette.
DCN adds a tiny boost to damage.
Put in Giovanni (because)

- 4 Nest Ball
- 4 Shana
- 1 Brock's Grit
- 1 Giovanni's Scheme
- 1 Diancie
+ 2 Tapu Lele
+ 4 N
+ 2 Guzma
+ 1 Switch
+ 1 Super Rod
+ 1 DCE

You're already running all the energy acceleration a fairy deck can reasonably play and have too many pokemon searching cards. The only way to make you deck better is to run the actually good consistency cards like N and Lele and not try to squak by with inferior options like Shauna or Giovanni. There is just not getting around it if your deck does not work with out them.

Diancie is useless in this deck. Xerneas Break is basically a Stage 1 so it's not difficult to get out. Plus, running only one copy means you're rarely going to start with it which is what you usually want to do with Diancie. You need some kind of draw support whether that's Oranguru or Octillery. Either one works fine. And although this might be apparent, you need at least 2 Tapu Lele. Lele is also good to stack Energy on to make it a good secondary attacker.

4 Nest Ball seems unnecessary. I think 2 would be good though along with your 4 Ultra Ball. You definitely need to remove the Shauna for N. I don't recommend running so many 1-of Supporters with VS Seeker gone.

-4 Shauna
-1 Brock's Grit
-1 Pokémon Fan Clu
-1 Giovanni's Scheme
-1 Skyla

+4 N
+2 Guzma
+2 Lillie (these are flexible but extra draw support is never bad)
