Power spray discussion

At my local tourneys our PTO always talks about power spray and how you have to give your opponet 3 seconds to somehow respond by either saying "hold on a sec" or "1 sec" so they can think longer if they want too. At every tourney that I have gone to it seems like there has been at least 1 issue where someone wanted to spray something and didn't ect. ect. But what I want to know is why doesnt the PTO's change the rule where you get a yes/no answer from your opponet before using the power. This would prevent those issues where its kinda lop-sided. Did the player count to 3 seconds? Did he give enough time for the opponet to spray if he wanted to?

I never ask if my opponent wants to spray. I would just play my game as usual and then wait if I use a power if against an SP player.
 
I don't ask but I do pause if they CAN I think that asking power spray or something after pokepower would be annoying and awful, but it would work. I don't think that they should ask if it isn't possibly to use it
 
In my opinion there should be some sort of ruling for powerspray. When facing any deck really you must state what power you are using and allow your opponent to acknowledge it with a yes. So if they can use powerspray then at least you have given them time to respond to the move. Many times someone has used claydols cosmic without stating it and when they have started drawing Ive just realised that they used it. It is too late to powerspray since they know what cards they have drawn.

I would guess there is a ruling that you must state when using a power. Sometimes it doesnt happen and thats only the real issue for powerspray.
 
Me and my friend have the 3 second rule 2, most judges will say that also, so I just count to 3 in my head, if they don't say anything or say you can go, I don't have power spray. I just use it
 
I normally need more than three seconds, and some people are cool with me thinking about it for a few seconds longer. Something like that should have more seconds IMO, but that's just me I guess.

One of the Virginia judges said that your opponent has five slow seconds to decide if Spray is need (one Mississippi... two Mississippi... so on) But still, IMO there has to be a direct ruling. People can just rush, it causes confusion, yeah.
 
Until I see 3 SPs on the field, I just declare my power and continue on with it. However, if I see 3 SPs, I declare the power and then wait until my opponent responds.
 
When there are 3 Sps on the field I end my Power with a Question Mark, like Cosmic Power? This might give my opponent an advantage though as they might not have realized they had a Power Spray and weren't paying attention then hearing the pause have them Spray when they wouldn't normally. I think you should give them enough time to acknowledge that they can Spray but not have to pause or question with it so they do it when they normally wouldn't.
 
In my area, my opponent waits to see if you can spray and will allow time to think if it can be game changing.
 
IMO 20 seconds is too long. That amount of time is sort of like stalling. 10 seconds I would understand, but yeah. 20 is overkill, since in most cases I've seen the opponent only have about 5 seconds to react with Power Spray.
 
It's 3 seconds to allow more time.
Not 3 seconds to use it. 3 seconds is plenty of time to think about thinking.

In YuGiOh, you practically had to say "hold on" or "wait" a few times in every game when using a Trap Card and it takes just a second to do so.

I say 3 seconds is long enough to respond. 13 seconds maximum for an actual decision after responding.
 
13 is great then lol.

People still rush and forget though which does suck.

If they have 3 SPs out, I say the power like a question. And if I see them contemplating something in their head, I wait.
 
I usually just ask if they want to spray it or not whenever I declare a power against a field of 3 SP pokemon.
 
I just say wait let me think if I want to use it but some people can be so stupid about spraying it is anyoing

"Power Spray."

"What?"

"Power Spray, you can't use the Power."

"Oh."

Yea, I never remember that Power Spray exists :p
