Basically, just use Pachi and Shay to set up Zekrom as fast as possible, and use him to sweep everything.
Tornadus takes easy care of Donphans by 2HKOing them, and being 3HKO'd by them, not even including Defenders.

I could add in Dodrio if needed, for the Beartic Match-up. But i don't think that it's needed, though.

The only problem i could see is possibly Reshiram decks, in my opinion.
I was thinking about Samurott but i don't know.. That would ruin the name. Dx
 
I have been using ZPS with tornadus for a while and I'll say what I think should be swapped.
You should drop.
1 Pachirisu for space
1 Shaymin for space
1 Juniper. Six hand refresh cards is enough
1 PONT. Six hand refresh cards is enough
2 Dual Ball. You don't need that many with Collector
1 Super Scoop up. With no seeker it is reusable with junk arm but I think you have too many
1 Switch. I think you have too many.
And 2 DCE since you power up Tornadus the same way as Zekrom. I use Tornadus as an early game tech to set up another Zekrom since it still usually donks stuff unless it's Reshiram or another Zekrom build. It's also a great counter to Donphan.

Now you should add.
2 Pokemon Collectors for consistency
2 Unown with the poke-power dark so you get use on the third pokemon with collector.
2 Basic dark energies so you get use out of Unown.
1 Lightning energy for more consistency.
And 3 Pokegear 3.0. This may seem odd but it can really save you if you get a horrible starting hand.

I tried Unown, and i hate it. I don't know if it's just me or not, but i hated it. It was always either Prized, or my Dark was prized when i needed it, and i started with it sometimes. It was just terrible.

I use Dual Balls because they still let me use PONT and Juniper to help get the T1.

I've tried Pokegear, and it's okay, but not the best.

DCE let's me use Outrage.
Like, in a scenario:
Active Zekrom with DCE, 2 L, and 40+ Damage on it, 3 Pokemon on bench, Pachi, Shaymin, and Zekrom. I could use SSU, Seeker, or another Shaymin and move the 2 L from the active Zekrom to the benched so that it's able to attack when the active dies.

I like the idea, but i would say that Zekrom should be more damaged than 40 (which is what you did put as minimum) before taking away the {L} energy exept if you believe that Zekrom won't survive till your next turn
