Ruling "Prevent all effects of attack.."

Okay, so I'm using a Seismitoad EX against a Sigilyph with the Safeguard ability.

It says "Prevent all effects of attack, including damage, done this Pokemon by Pokemon-EX.

Does that mean that the attack itself does NOT work, or that damage is still done but the effect won't work. (e.g.) I also had a Darkrai EX from the Breakpoint set. It's move "Dark head" won't be able to do 160 damage even IF the opponent's Sigilyph was asleep? Just 80 damage still?

Quaking Punch's effect is on your opponent, not Sigilyph. The attack says that clearly. So Safeguard would block the damage, but your opponent would be under item lock as normal.

Safeguard would also block Dark Head's damage, no matter if Sigilyph was sleeping or not.
 
To clarify the Darkrai bit: Safeguard prevents the damage from Dark Head no matter how much it does. Sigilyph being asleep won't change that. The only thing you can do is find a way to shut Safeguard down by using something like Garbodor, Hex Maniac, or Silent Lab.
 
What I think you're misunderstanding is the "including damage" part. Basically, every aspect of the attack, be it damage, effects, special conditions, etc, coming from a Pokémon-EX, won't affect a Pokémon with Safeguard as long as the Ability is active.
