Ruling Primal Clash in Tournament?

Will primal clash be legal for the winter regionals (more specifically Fort Wayne)

Sets are legal 21 days after its release date.

I believe this set is set to be released February 4th? If that's true then they would be legal on 25 February.

I don't believe there is a winter regional in Fort Wayne by the way.
