Shaymin EX should probably stay just for the speed it adds to the game but i'd suggest less ultra balls due to them only being able to search for 3 of your pokemon that dive ball can't. 4 Sycamores might be a little much as well.

I would suggest Palkia EX from BreakPoint, it has been working really well in my deck which is very similar to this. Maybe take out Hoopa for it

Interesting build, my version is quite different (i use Hoopa EX and Lugia EX and a heavier supporter line)

I really recommend trying out Ninja Boy. it got me out of a lot of sticky situations by switching to a articuno and surprise KO with tri edge or regice for a quick resistance blizzard.
 
I play a very similar deck, which I've made a thread for here.

For your deck, I would really consider adding a few double colorless energy for Regice/Glaceon EX/Kyogre EX, attacking one turn earlier can really make the difference. I would not replace your basic energy, as it makes max elixers less likely to succeed, so I would consider replacing shauna and/or ultra balls.

Speaking of ultra balls, you already have 4 diveballs to search your deck, and you have Shaymin EX/Octillery/N/Professor Sycamore for redraw. You already have 3 copies of Kyogre EX/M Kyogre and 2 copies of Manaphy EX, it just seems excessive to have 3 ultra balls on top of all that draw imo. You could either reduce your ultra balls or have less copies of the cards your trying to seek (Kyogre EX/M Kyogre/Manaphy EX/Kyogre Spirit Link could all have 1 less copy imo).

I would really consider a few using muscle bands. With band, M Kyogre would do 170 damage which would allow it to OHKO most EX basics, most breaks, and 130hp non-ex basics with fighting fury belt attached, which is pretty significant imo. But it would be rotating out next year, so one other option might be to replace with Giovanni's Scheme instead, which has the advantage of allowing you to put spirit links on freely, but is not permanent. VS seekers help recycle Giovanni late game so I think it's a pretty good fit.

Having a pokemon ranger is great against other Regice and other attack based EX immune pokemon, but your only answer to carbink (who is ability based EX immune) is lysandre right now. I would really consider adding either hex maniac or more lysandre to combat them and other locking type pokemon (like trevanent/garbadoar/Giratina EX etc)
