^Great idea!

Remember that a level X is neither basic nor evolution but cards that get "a basic or evolution" can get it. Tricky, I know it's just something to remember.

Celio's = yes because it says "basic or evolution"
Elm's = no as it says "evolution" only and LvX is not an evolution.
 
Question,
If so, Celio's is stated as "basic or evolution", but Lv.X do not fall in the category of basic nor evolution.
So, how can Celio find Lv.X?

No... It HAS to say "basic OR evolution card" for the card to be able to find a Lv.X. It is ruled that way and that way it stays. Basic pokemon is not enough. It has to be basic or evolution.

BTW if it was only basic, that would make Great Ball broken :/

it is all because of the translation problems......japanese celio's said "pokemon" but not "basic or evolution" like poke ball
