Ruling promo cards

Hello pokebeachers, I have a question. My friend, a fellow pokemon fanatic is strong in his belef that promo cards are not as valuable as regular cards. For example, Empoleon Lv. X: one is from a pack, and the other is promo and from a tin. they are exactly the same. wich one is better?

They're exactly the same :/ Neither of is better than the other.
Since the tins came out, players have actually come to like the tin version better since it's easier to get and the artwork is way better. And that has lowered the value of the booster one.
