Are Promo cards counted as Hp-on?

My friend says that All promo cards can be used in a hp-on match, even if the promo card not Hp-on

I believe only POP4+ and Black Star promos 36+ are legal. I don't thik anything else is.

• POP Series 4
• POP Series 5
• POP Series 6
• Black Star Promos 037–040, DP01 & higher
