Would a promo card before black white 55 be legal if it were reprinted in legendary treasures.

For Example
Darkrai EX, promo from tin as well as printed in legendary treasures. Another example is Mewtwo EX.

Would these cards be legal in the next format.

Yes, these cards are legal since they have an identical reprint in a legal set. The same applies to the Mewtwo EX in Next Destinies and Darkrai EX in Dark Explorers.
