Since Psychic Lock only prevent me to use Poke-Power on my turn, and Ho-Oh Poke-Power is activate during opponent's turn.

Click to expand... You just answered it yourself. Ho-oh is knocked out during your opponents turn, so Phoenix Turn will activate.
