Ruling Psychic Lock & Phoenix Turn

Just to clarify,
If my opponent uses Gardevoir's Psychic Lock on my Ho-oh and knock out my Ho-Oh, am I allowed to the Phoenix Turn?

Since Psychic Lock only prevent me to use Poke-Power on my turn, and Ho-Oh Poke-Power is activate during opponent's turn.

You just answered it yourself. Ho-oh is knocked out during your opponents turn, so Phoenix Turn will activate.

So, would Phoenix Turn activated inbetween turns? (K.O.'s caused by burn, poisoin, ect.)

No, it does not. Phoenix Turn only activates "during your opponent's turn, if Ho-Oh would be Knocked Out by damage from an attack". Burn and Poison damage satisfy neither of those conditions.
