Ruling Psychic Lock vs. Memory Out

Ok What if i used Psychic Lock on a Uxie? Psychic lock does 60 Dmg and knocks out Uxie but, does Uxie's Memory Out Poke-Power Counts in between turns? or is it illegal to do that move?
 
It says even if Uxie is knocked out, so yes, Memory Out counts, but the Uxie player can't use any powers.

I felt you left it hanging abit on the answer. But yes, memory out and any other powers (such as electrode SW) that would activate before your turn begins would work.
 
Memory Out
Once during your opponent's turn, if Uxie is damaged by an opponent's attack (even if Uxie is Knocked Out), you may use this power. The Attacking Pokemon can't use that attack during your opponent's next turn.

Psychic Lock
During your opponent's next turn, your opponent can't use any Poke-Powers on his or her Pokemon.

Note the timing of both effects. Psychic Lock would prevent your opponent from using Poke-Powers on his next turn, but Memory Out is used while it's still your turn. Psychic Lock's effect hasn't begun at that point, so Memory Out would work and keep you from using Psychic Lock on your next turn.

But note that Memory Out is an effect placed on Gardevoir, so it can be cleared by any of the usual methods (retreat, Level Up, etc.)
