So at the 2007 Manaphy event at TRUs, I guess they were giving out little magazines that had instructions on how to get the Manaphy, as I recently found mine. But they also had a decent amount of general information. I present to you, Pokemon Fan:

So yeah, this isn't that important, but I didn't exactly want to revive an RNG thread for this.

Interesting to see that nintendo at some point acknowledged the existence of such a training method. it is too bad not a lot of people had access to those books. It is mentioned by name (EVs) in the Platinum Prima guide, but its only licensed by nintendo.
 
I think Serebii has this info too. But I am not sure if it is the exact same thing but he does have this for all the Pokemon if that helps XD.:)

This site intervied Seth McMahill, dude who only does Pokemon stuff. It's about how B2W2 are better done in terms of deep mechanics and whatnot, but he very specifically says EVs:

Seth McMahill said:
“That’s a great question,” McMahill replied. “I mean, there’s even areas [in Black/White 2] in Join Avenue that specifically will lower and raise EV values. I actually found that out online, but if you look at Black/White 2, there’s a lot that really relates directly to that. Like the unlimited dungeon, where you can go and continue to level up, fighting Pokémon that are at an equal level to yours, and continue to get experience points.”

Obviously, he might have just said that because the interviewer did and he knows what's what, but I think that if he really didn't want to, he could have said something else, like "...in Join Avenue that specifically will alter hidden values within the game."
