Unless you're playing unlimited, no. If it is from anything before even EX series, you can't play it.

As stated... any card that isn't an EX series, and and also from anything before Ex DX.

check pokegym.net and look at the legal card list. Some cards before EX series are allowed.

No, in fact, you can't. Check LV's list of Reprinted cards for a reference of what's there.
