It's pretty straight forward friends.
Get Cobilly going as fast as possible.
T1 is pretty consistent only needing 1 energy for a 30 damage.
T2 bullet is getting there. Not every game as you would like but it happens.
 
Cobalion EX isn't a Plasma Pokemon, nuff said. Also, Colress is bad in this deck because you'll never be getting many cards off it. You need 4 Ultra Ball, or you're going to bench out WAY too often. 8 Etherable Energy is way too little in an Ether deck, and Super Rod could be helpful, I've found it great in Ether decks as a 2-of.

As a separate note, I would advise lowering the Colress count. This deck doesn't fill its bench very quickly and you won't be drawing many cards off of it early game. You need your supporters to be consistent at all times, Colress should be more of a 1-of tech that's great if you draw it late game.

so you could put it into a kling klang deck and steamroll anything that has EX, Sigilyph, or a bad non EX pokemon. Terrakion is a problem but that's what techs are for.

what problems does terrakion pose?
 
Terrakion can't do much to Cobalion... 2HKOs it at best, and if Cobalion has an Eviolite it's a 3HKO (this is assuming the Terrakion has enough Energy to use Land Crush. Otherwise Terrakion can't touch a Cobalion).
 
You ever thought about running Kilnklang Plasma Steel? Maybe even just a 1-0-1 line and two rare candy, if you did you would not need the potion.

One thing that I think you overdid is the enrgy switch. You will not need this with this deck only having 4 pokemon and all. Also do not run Colress it wont help this deck at all.
 
- 1 Colress. You can only add a maximum of three cards to this, so it's not really worth it unless your opponent is running a deck with several bench sitters.
- 2 Bianca. I like Juniper and N better, and I can't see your hand ever getting that small.
- 2 Plasma Frigate. Either pick etherdex or Plasma Frigate, they don't seem to work very well together. Personally, I'd say etherdex since your plasma frigate will either help your opponent or be taken down for Virbank City/Skyarrow Bridge. If CobalionEX was a plasma pokemon then maybe, but since he's not I'd say at least wait for plasma badge.
I'm iffy on bicycle over just supporters, I'd say they're worth testing though.
- 4 Energy Switch. Tell me a play this would give you and I'll retract this, but I really don't see your point in having these.
- 2 Potion. Same basic thing as energy switch, except I can see some reasoning behind it. I just don't think it quite warrants a spot.
- 4 Plasma Energy.

+ 1-0-1 (at least) Plasma Klinklang line. I know you want quad Cobalion, but this little gear is amazing. Once he's up, your CobalionEXs are effectively invincible to everything except reshiram, Benchtini, and Infernape. I think this thing will win games for you, plus, if it doesn't work, no biggie, they still have to take out 3 CobalionEXs.

+3 Ultra Ball. You run too few pokemon to not play this at 4
+2 Rare Candy.
+1 Tool Scrapper. I know CobalionEX goes through eviolite, but there is one card that makes me think this is worth running, Victory Piece. I think some people will run it, and when it makes a pokemon one shot everything in your deck for no energy, that's a threat.
+5 Metal Energy. Probably too much, but you want to give ether as much of a chance to land a hit as possible. You could take one out and add an energy search to skyla for if you need it, but I think more energy is better in this instance.

What is the point in running 4 plasma if you run 4 ether? wouldn't it make better sense for you to just run 1 computer search with 2 plasma and increase the amount of basic for the use of Ether and plasma frigate (this is to deal with benchtini and victini EX)? Also 1 colress and 1 ultraball are not going to make a difference in this deck, if you were to run about 3-4 of each then yes, but even still relying on an opponent to have a full bench for the use of colress is playing it risky especially if you only have 4 pokemon in you're decklist.
