This deck focuses on glaciating every turn to end all of your opponents Pokemon. Simple as that.

STRATEGY:
Very similar concept as a normal Terakion deck. You attack, and once your knocked out, your energies are brought down to your benched pokemon with exp share. Attach a water energy every turn if you can to your Kyurem and glaciate as much as you can. With 130HP its also hard to get OHKO'd, plus you can outrage back some heavy damage if possible (but you must glaciate if there are many pokemon in the opposing field. Smeargle is there to help you set up fast and fall into the exp share as fast as possible, with skyarrow and switches you're bound to use Smeargle a couple of times until you're fully set up. Just stack up 30 damage to all of your opponents pokemon every turn until they all die. I have tested it and it has been doing just fine.

A couple of improvements can be done, please comment your thoughts and/or efficient list edits:D
 
You might want to use an energy accelerator since kyurem needs three energies instead of two. And terrakion can hit for weakness against zekeels which is really popular.
 
DCE is a boss when you need to do a clutch Outrage. I'd consider dropping a few Water Energy for it.
 
I'm afraid I don't think this will work. The reason quad Terrakion can attack every turn using Exp. share is because retaliate costs two energy. I'd recommend Feraligatr if you want to attack with Kyurem every turn.
 
Warning: This may confuse you a little but try and pay attention closely!

If you have an active kyurem with 3 energies with a bench of 3 kyurem all containing exp share and only 1 kyurem on the bench that holds a water energy, you are all set. Because once the active dies now you have a kyurem with 2 water energy and your other two kyurem having 1 water energy each. Since there is a lot of water energies in the deck the chances of falling into another water energy to completely set up your kyurem with 2 energies making it 3 energies is not very difficult. So then you're looking at a mat with 3 kyurem all having exp share and 1 with 3 energies and the other two with 1 energy each. So once your active is KO'd you now have 2 kyurem with 2 waters each, and again, since there are many water energies in the deck and many supporters you can draw into it very easily, giving you a 1 kyurem with 3 energies and another kyurem with 2 energies. And not to forget, you can revive a kyurem and junk arm for the exp share back, and the cycle just continues.

What i just said has been happening every game ive played. There has not been an issue to only remaining with a kyurem of 2 energies, its been glaciating every turn for me and its beaten zekeels just as badly as Terakion did. Once those Eels are gone they have no more energy acceleration which makes it very hard for them to set up an attacker:p
 
I've seen this deck at the league.. Except he runs a Chandy line in there, along with ND Vannilluxe. I'd suggest you at least:
-1 N
-2 Juniper

+3 {C}{C}

That way when if you do, run out of energies, you can outrage.
 
I still think you need some kind of energy acceleration because in your; yes, confusing; post, the scenario you described assumes 4 {W} on the field. Without energy acceleration, that's T4, and that also means you can't Glaciate until T3. I don't know about you, but I hate attach-and-pass-ing.
 
Following that scenario, you have 2-3 turns to glaciate, assuming none of your exp. shares or junk arms are prized. The earliest that can happen is also T4, so you have to assume a Kyurem or two will have been knocked out.
 
the deck works well its been done before u can see it on youtube IL States -Round 3 in topcutpokemon channel. it runs a kyrem ex though but u can check the vid out so u can get a decklist from that

Kyurem EX seems like it would actually be strong in this deck. It allows for a good attacker to hit the active for big damage without messing with the energy lines.
 
Run 4 Celebi for Forest Breath so that you can get a faster Glaciate early game with Skyarrow out, I'd also include 4 Energy Search, some {G} energy, and maybe throw in 3 Mewtwo and I think you're set. Smeargle's a decent starter for Portrait but I'd only run just 1.
 
I'm not entirely sure about celebi either. I'd just use electrode since it seems to work well. You want to start glaciating T1.
