Ruling Question about attacking

Hello, I'm not sure what it means on some attacks. The Attack damage number, does that always go to the active pokemon or to the bench if it says so? heres an Example: Palkia
It says 10 to each bench pokemon but does it still do 10 to the opponents active pokemon as well?

Here's how it works: the number to the right of the attack is the damage done to the active. The text under it is an effect of an attack. In this case, it does 10 damage to the active (thanks to the number on the right), and 10 to the bench (due to the effect).

Unless an effect the attack says otherwise, yes.

yep, there are some attacks that say: you may do X damage to Y pokemon instead, in that case, the attack hits the Y pokemon for X damage, and the number next to the attack is negated.
