Ruling Question about Blissey Prime.

Once during your turn, when you play Blissey from yous hand to evolve 1 of your Pokemon, you may remove all damage counters from all of your Pokemon that had any damage counters on them.

Does the Pokemon have to have an Energy Card to discard in order for this to work?

No. If a damaged Pokémon has no energy on it, and you use Blissey's "Blissful Nurse" Poké-POWER, you would just remove all damage counters from said Pokémon. The POWER text does not state that energy must be attached to a Pokémon in order to use it.
