Ruling Question about card backings...

I'm thinking about buying some cards (4 Rare Candies, to be exact). However, these Rare Candy cards are technically not tournament legal because the backings are different (they are World Series promo cards or something like that), but wouldn't it be allowed if I were to use sleeves?

14.1.11. Alternate-Backed Cards

Only cards with the Pokémon TCG back or the Japanese Pokémon TCG
back may be used in POP-Sanctioned tournaments. Cards printed with any
other back may not be used in a POP-Sanctioned tournament, even if
sleeved with opaque card sleeves.

World Championship promo deck cards would fall into the "any other back" category.

The point of the Worlds promo decks are to be promos, not to sell people a bunch of ultra-rare cards at low low prices.
