Meta Decks are the decks that are popular in your area. The main thing that is popular in the Pokemon Community right now Is GG, the combonation of Gardevoir and Gallade. The other popular deck is Magmorter Varients, decks featuring the card Magmorter SW and various combonations of it.
Rouge decks are decks that aren't an Archetype. There is no "offical" Rouge deck, because then it wouldn't be Rouge anymore. Basicly, it is a deck that hasn't seen much play in POP Sanctioned Play. It is hard to give examples, but a certain Rouge deck would be Gyaradoes+Xatu. It has not seen much play, but still has a good stratagy.
There is not much of a difference between the two. But, It Meta decks, alot of people have already experimented with these decks, and have already tested out certain techs and certain trainers to use with the deck. In Rouge decks, your only limited by your imagination.
