Ruling Question About Fossil Pokemon

I was wondering, if you had a claw fossil (example) in your starting hand and no other basic pokemon, are you allowed to play a fossil as your starting pokemon or would you have to reshuffle? also, is evolving from fossils the same rule as evolving from basic pokemon, you cant evolve it the turn you play it?

Please post scans of the card(s) in question, since the Fossil mechanics have changed a couple times already.
