Ruling Question about Pokemon EX and Prize Cards.

I'm a newbie at Pokemon Cards,I don't own many of them.I just wanted to ask...
If your opponent has only 2 prize cards left to obtain and you use a Pokemon-EX,will the opponent win,or you can't even play that card,then?

If your opponent only has 2 Prize cards left and KOs one of your Pokemon-EX, he wins. You can play Pokemon-EX any time you want; they're not restricted by the amount of Prize cards either player has remaining.
