If 2 prize card has already been taken, and the player use to refill the prize card, will the damage get decreasing for or 's attack that is related to the prize cards.
Or I should just ask, how to calculate the number of prize card my opponent takes?

Time Control doesn't affect the damage those attacks do because extra damage is awarded based on how many Prize cards have been taken. If they take two, and then two more get added by Time Control, they've still taken two Prize cards. It's up to both players to keep track of how many Prize cards have been taken if Time Control has added any extra ones.
