Ruling Question about sets

So I heard Pokemon is kinda like Magic, only able to use the latest sets in competitions but any set for causal. Is this true?

I am trying to get back into the TCG but I never heard of such a rule.

Yes this is true. In tournaments we play by the modified format (which is currently BW-On), and casual play is known as the Unlimited format.
