Ruling Question about the proper course of action.

My Wormadam PC SW with full life vs Cloyster SW.

I use Leaf Hurricane on Cloyster for 60. Cloyster has basic Water Energy and Holon WP attached, so the confusion part of Leaf Hurricane is negated.

My opponent, thinking he's Confused, flips a coin for confusion check, passes it, and then rolls 4 dice for Spine Missile and gets 3 heads - all without ever announcing his attack.

I think that he's decided to use coins instead of dice for using Spine Missile and stopped him after he rolled the four dice, thinking that the one coin he flipped should have counted as one flip for the purposes of the attack, so he should have only rolled three, not four dice.

He tells me that he was doing a confusion check, and both my friend who was watching noted that Cloyster wasn't Confused because of Holon WP.

I suggested that because of the unnecessary flip, we should rewind the game state to the attack phase and roll the dice for Spine Missile all over again.

My friend said that since my brother never announced an attack, the coin he flipped for the confusion check didn't even matter and he just flipped a coin for his health, and I should let the 3 heads he rolled pass because the only reason I'm refuting this at all is because he rolled 3 heads and I really want to weasel my way out of 60 damage.

And really, the 60 damage - or even 80 damage if he had nailed all heads - wasn't important. I just wanted to make sure everything was proper.

My brother, tired of the bickering, simply agreed to re-roll. He got 3 heads again anyway and I still ended up stomping Cloyster and his lone Benched Pokemon ftw two turns later.

So in this kind of example, what is the proper course of action?

That is probably what I'd do in a tournament situation. I'd also give a Caution to the player for not clearly declaring his actions.

But speak up sooner. If you're not sure what your opponent is doing, ask them before they do it. It's both players' responsibility to keep the game straight.
 
Well you should have rerolled the dice four times for spine missile and told your brother about confusion which was what you did and you played a fair game anyways. But i used to play wp and i sometimes forget about the effect of it being careless. If my turn was over after putting damage counters and all ill just take it as it was my mistake. No rewinds.
