Ruling Question about TM [Rock]

I'm a newbie all over again, so I think I'm going to be here a lot.. lol. I haven't played the TCG in 6 years.

Anyway, I had a question about this card.. I know a few combos with it already (Dark Ampharos/Tyranitar), but I was wonder, would this card be good in other decks?

From the way I see it, if I use this move and devolve all of my opponents Pokemon, wouldn't they just be able to throw all the Stage 1/2 cards back down and evolve again, making it useless?

What else can be used with it if I use it in a Water deck or something? Is there some sort of Trainer that makes the opponent shuffle his/her hand into the deck?

Again, that would make it useless since the TM [Rock] would end my turn before I could play any Trainers, right?

I was just wondering about this card.. thanks for any and all help!

1. No, ATM Rock is used to either KO pokemon with large amount of damage counters on them. Since the stage1/2 is returned to hand the pokemon underneath (having lower HP) may be knocked out if there are enough counters on it. It's also used to get past cards such as Rare Candy (i.e. a better Pokemon Breeder card)

2. Yes, Rocket's Admin shuffles your opponent's hand. As for Water decks, completely depends on your strategy.

3. Yes. ATM Rock is classed as an attack, so you cannot use trainers after it. So the opponent can simply play their evolution back down, unless it is knocked out (or the stage 1 isnt there due to Rare Candy).

So, the general strategy, when one has TM [Rock] in hand, is to watch for when that Stage 1 Pokemon has 5 damage counters on it and its basic has 50 HP.. hmm.

Only one of those that it ACTUALLY goes in is Rocklock.

Really, Rock is only used as a tech in decks that don't hit for a large amount of damage (for example, a Jumpluff deck).
