Can the Jap use IFIDS at worlds?

It is unfair. To the Japanese. They play a full format using FRLG/TRR/DX/UF/DS/LM and just because of the USA's rules they have to abandon all those cards all of a sudden to submit to the PLOX-On format.

In events that include multiple rating zones, such as the Pokémon TCG World Championships, the format of the United States will be used.

I also agree that it's unfair for Japan. Really, Pokemon should keep the format the same worldwide. I for one would much rather have FRLG-on.

Its very hard to get worldwide releases. Theres always going to be some behindness. Theres also the fact that Japan is single elmination until top cut, thier top cuts are paired totally random, and they play with a "30+1" game clock to add to thier struggles.
